Flood Risk Assessment for Waterford Planning Applications

If you're submitting a planning application to Waterford City and County Council and your site is in or near a flood zone, you'll need a Flood Risk Assessment that satisfies the requirements of the Waterford City and County Development Plan 2022-2028 and the Planning System and Flood Risk Management Guidelines.

Waterford faces a distinctive combination of fluvial, tidal, and coastal flood risk. The River Suir is tidal through Waterford City, where fluvial flows and tidal surge can combine to produce significant flood events along the quays and low-lying city areas. The Munster Blackwater affects the west of the county around Lismore and Cappoquin, while the Colligan River flows through Dungarvan, itself exposed to coastal flooding from Dungarvan Harbour. The Mahon River creates localised risk at Kilmacthomas, and coastal towns including Tramore and Passage East face tidal and wave-driven flood risk.

Common Waterford flood scenarios we assess:
  • Tidal River Suir sites in Waterford City
  • Coastal and combined flooding in Dungarvan (Colligan River and harbour)
  • Munster Blackwater flooding (Lismore, Cappoquin)
  • Coastal sites at Tramore, Passage East, and along the copper coast
  • Mahon River and tributary flooding (Kilmacthomas)
